On January 29, the Milan City Council approved exemptions to traffic restrictions in “Area C” (the most central area of the Lombardy capital) for historic vehicles over 40 years old and in possession of a Certificate of Historical Relevance.
Exceptions that result in freedom of movement 24/24 as already introduced in the previous resolution that came into force on 1 June 2020 regarding traffic in “Area B”.
The Municipal Council chaired by Mayor Giuseppe Sala has therefore standardised the exemptions for the freedom of circulation of certified historic vehicles (including those between 20 and 39 years of age, which are granted 25 days of access per year in both ZTL areas) in order to safeguard the culture of valorization and encourage, promote and favor its conservation and recovery.
The Milan City Council – following discussions with the ASI and the certification bodies that, in an institutional context, support the protection of historic motoring and, among enthusiasts, promote the responsible and conscious use of historic vehicles – has welcomed and shared the criteria for distinguishing between old vehicles and certified historic vehicles: the latter represent a numerically restricted category, whose circulation is already very limited due to their technical characteristics. This entails the possibility of simplifying the procedures for managing the exemption, for the benefit of both users and offices, without this invalidating the provision.
This is the text of point 3) of Resolution no. 77 of 29/1/2021
“Approve, in addition to the current legislation, the following exemption from the access ban referred to in Annex 2 of DGC no. 1617/2018 and subsequent amendments:
- vehicles of historical interest that are at least forty years old and equipped with a Certificate of Historical Relevance (CRS) issued by the relevant bodies are exempted from the access ban, subject to registration of the license plate according to the procedures that will be indicated in the implementing provisions;
- vehicles of historical interest that are more than 20 years old, but less than forty, equipped with a Certificate of Historical Relevance (CRS), are granted 25 days of access per year, even non-consecutive, upon registration according to the methods indicated in the implementing provisions.
The aforementioned accesses remain subject to the payment of the access fee provided for by the relevant regulation pursuant to DGC no. 588/2013 and subsequent amendments.”
